Preparation of conducting SEE in centers and Discussion on using last year's question papers
The National Examination Board has prepared to conduct this year's SEE examination from the center level. The Education and Health Committee of the Parliament had directed to cancel the SEE examination. Following the directive, Minister for Education, Science and Technology Devendra Poudel is preparing to bring the Federal Education Act from the ordinance.
Due to delay in issuing and implementing the Act, it will be implemented from the center this year. In the meeting held on Sunday, most of the board members had raised the issue of taking exams by the state government. However, the state government was of the view that it was not possible to conduct the examination as it was not mentioned in the Act. In the meeting, the issue of taking exams from the center with the help of state and local level was discussed.
This is the third time in a row that the issue has been raised. One of the members said, "It is not appropriate to dispute the issue which is not in the law by bringing the Federal Education Act."
The board meeting will decide on the date and modalities of the examination. Member Secretary of the Board Durga Aryal said that the government has not made a concrete decision about the SEE examination but this year it is preparing to take it from the center. Due to the late start of the academic session, discussions have been started to hold this year's SEE examination in April. In particular, it was suggested to delay the SEE examination as the community schools started reading late. Based on the same suggestion, the board has started preparations for Baishakh.
Member Secretary Aryal said that they had almost agreed to hold the examination in April as the academic session started late. It was started from 13th of June last year.
The ministry had decided to conduct the examination through internal assessment last year stating that the risk of Covid-19 infection has not decreased by amending the education regulations. In this year's exam, the issue of using last year's question paper was discussed. The board had printed the question paper at a cost of around Rs 20 million. While preparing for the exams last year, the board had already shipped the answer scripts to most of the examination centers.
According to board sources, last year's question papers and answer scripts were being prepared, so the issue of using them was also discussed. However, as mentioned in the question paper last year, there is a technical problem. The board is preparing to take the exam using last year's question paper after resolving the legal complexities. As the course of this year's examination has not changed, last year's question paper can be used.
